Mom's anger

I was not able to manage my mom's anger and anxiety so had sought the help of C care, a home care provider in Toronto to take care of her. She is suffering from cerebral palsy and showing intense anger for small things. But my mom is refusing to stay with strangers. What should I do? Please advise me in this concern.
