It's not hard at all to change a username in phpBB it'd take 2 seconds.

You could always create your own forum. I have done it using phpBB ... but it can be quite lonely.
Admin has not been active for some time. The forum is user moderated. I think it's a sure bet that same policy will also relate to the creation of usernames.
