There should be a dialog box called "Quick Reply" below the last post. You can just start typing in that and then hit "Post Quick Reply". Otherwise, at the bottom right of the dialog box containing the last post you'll see two links. One says "Reply" and one says "Reply With Quote". If you click on either of those, it'll bring up a box for you to reply in. Then, when you've finished typing, you click on "Post Quick Reply" which again will appear in the bottom right.
